History of the Company

BGFCL derives its origin from Pakistan Shell Oil Company, which was formed in Karachi, Pakistan on May 30, 1956. With emergence of Bangladesh and promulgation of Petroleum Act, 1974 the Government of Bangladesh (GOB) bought all the shares of the Pakistan Shell Oil Company with effect from August 09, 1975. The Company was renamed as Bangladesh Gas Fields Company Limited (BGFCL) on September 12, 1975. BGFCL is a corporate body registered under Company Act, 1913 (revised in 1994). It is a Company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) under the Ministry of Power, Energy & Mineral Resources, Government of the People’s Republic of Bangladesh. By an agreement dated March 22, 1976, GOB granted BGFCL the right to operate Titas and Habiganj Gas Fields. In 1985 Kamta Gas Field was placed under BGFCL for operation. Following GOB decision Feni & Bakhrabad Gas Fields were handed over to BGFCL in 1989. Likewise Narsingdi & Meghna Gas Fields were handed over to BGFCL in 1992. Feni Gas field was handed over to NIKO Resources (Bangladesh) Ltd. and BAPEX for operation as per order of Ministry of Energy and Mineral Resources. Consequently BGFCL now operates 6 (six) gas fields. Recently Sangu Production facility at Chillimpur, Chittagong (Sangu Plant) was handed over to BGFCL on 31.03.2014 as per GOB decision.
 

Functions & Activities
  • To operate gas fields and to produce natural gas, separate condensate & water and to supply dry natural gas to the transmission and marketing companies.

  • To process condensate into finished products for marketing.

  • To develop gas fields by drilling development wells and undertake workover of existing wells as and when necessary.

  • To install, operate and maintain gas processing plants, fractionating plants, auxiliary facilities etc. of gas fields.

  • To undertake any other responsibility relating to natural gas and recovered hydrocarbon as may be assigned from time to time by the Corporation.

Besides BGFCL provides assistance to other sister companies under Petrobangla relating to production testing of wells, downhole pressure survey and gas & condensate processing, wherever possible. Protection of environment is given due importance in all phases of Company activities.
 

Our Challenges

At present both the reservoir pressure and wellhead pressure at various fields of the Company is declining at a certain rate. Under the circumstances, installation of gas compressors will be required with the existing processing facilities within 2/3 years to continue gas production by raising pressure at the level of national gas grid. Since 2007 gas production from Bakhrabad field has been kept continuing by raising pressure with Booster Compressor on rental basis. A project has been taken for installation of Gas Compressor on procurement basis at Titas & Narsingdi Field to continue gas production with the financial assistance of JAIKA. Besides, another project for replacement of the existing rented Booster Compressor at BKB field by procuring new sets is initiated with GDF finance. It has become necessary to address excess water production with declining reservoir pressure for draining environment-friendly manner.

It is difficult to continue operational activities and ongoing projects smoothly with the existing manpower of the Company. On the other hand, Company's routine operational works and a number of new locations have increased for implementing development activities/projects to cope with the country's present gas demand. At the moment more 7/8 projects are under implementation. Therefore, recruitment of manpower is necessary to undertake on priority basis for smooth functioning of company activities.

The company is not financially strong enough to meet up the most costly compressor installation & operational expenditure to continue gas production in line with transmission line pressure. Such compressor installation projects will have to be financed either by donor agencies or by other sources. Presently, the Company has to make payments against loan provided by the donor agencies for various implemented and the ongoing projects. In the circumstances, to bear the payment of loan for such expensive compressor installation project wellhead margin needs to be increased on the basis of cost analysis. At the same time, proper training and technology are required to build skilled manpower for carrying out of theses activities. Already various initiatives have been taken in this regard.

It is to be mentioned here that the Company has a program to drill 4 new wells at the eastern side of the river Titas to meet up gas demand of the country. A bridge over the river Titas including necessary infrastructures will be require to be constructed for implementation of this program.

Upon implementation of the above programs and activities, it is expected that the company will be self-reliant and financially solvent in terms of economical, technical & technological development as a whole.

Organizational Structure 

BGFCL is a Company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) under the Ministry of Power, Energy & Mineral Resources (MPEMR). The Board of Directors comprising high officials from concerned Ministries/ Directorates, Petrobangla, sister Companies under Petrobangla and other organizations as nominated by the Government is the highest decision making body. Managing Director is the Chief Executive of the Company. Functions & responsibilities bestowed on the Managing Director are carried out through Eight divisions namely Operation, Planning & Development, Technical Services, Maintenance, Administration, Accounts & Finance, Compressor & Power Generation and Company Secretariat Division each headed by a General Manager. Each of the divisions has number of departments which are the individual functional units. Audit Department and the Dhaka Liaison Office are directly responsible to the Managing Director.
